Needing a residential permit is dependent on the residential permit district boundaries.   You can use About My Place https://maps.cityofevanston.org/apps/311AboutMyPlace/ to see if a specific address is part of a residential permit district.

To obtain a residential parking permit, you need your current vehicle registration and proof of residency.  Accepted forms of proof of residency include an executed lease or settlement statement, a government issued ID with your current Evanston address, or a current utility bill with your name and address.
