Yes. However, it is the vehicle owner(s) responsibility to notify the City Collectors office when the permanent plates and registration is received. The Wheel Tax and parking permit (if applicable) may then be transferred to the permanent plate. Promptly updating the office with the permanent plate information will prevent parking citations. The transfer may be done in person or by email to
