Yes, however, you must also contact ComEd to report the outage; the City does not restore electrical service and only takes the information for documentation purposes.  You may submit a "Power Outage" service request through the City's website at: https://www.cityofevanston.org/how-to-/311/submit-a-request.  Or you may call 3-1-1.
