If you are contesting a debt you believe was paid, you can provide the payment proof to the collection agency and they will contact the City with that information for review.  If you are contacted by a collection agency this means the City has no proof of that debt being paid and it will fall on the individual to provide this information.  The collection agency or City will not have proof of the debt being paid.  The City is only legally required to keep payment information for up to 2 years, per the State of Illinois records commission.  The collection agency has all the information regarding the debt (ex: date issued, notices being sent) and should be able to answer most questions related to the debt.
